This is a hiring post for an Engineer and Operations Head in Iloilo City to lead a construction Engineering and Operations Department and control multi-site construction execution. The role owns execution standards, approves key plans and submission packs, and drives disciplined reporting for government and private works. This construction operations head in Iloilo role requires hands-on leadership over engineers, consistent QA/QC and safety implementation, and documentation that remains audit-ready.


Core Responsibilities

  • Lead the engineering department head function for construction projects across multiple sites in Iloilo City, Philippines

  • Manage and coach site/project engineers with clear responsibilities, outputs, and reporting cadence

  • Enforce QA/QC and safety compliance standards to strengthen construction project operations management results

  • Approve work plans, method statements, look-ahead plans, and resource deployment before execution

  • Approve submission packs and supporting documents to keep multi-site delivery aligned and well-documented

  • Monitor progress, constraints, and risks and implement corrective actions for schedule/cost/quality variances

  • Ensure weekly/monthly reporting is complete, accurate, and audit-ready with proper site records and photo documentation

  • Coordinate with Planning and Supply Chain to ensure procurement readiness and site needs are aligned

Qualifications

  • Bachelor’s degree in Civil Engineering or related engineering discipline

  • PRC Civil Engineer license preferred for civil engineering leadership in Iloilo City, Philippines

  • Minimum 7 years construction execution experience, including at least 3 years leading/managing engineers or site/project teams

  • Proven capability to take department-level ownership of engineering and operations across multiple project sites

  • Strong QA/QC, safety compliance, and reporting discipline suited for an Engineer and Operations Head Iloilo leadership role

  • Proficient in MS Excel and MS Word; working knowledge of MS Project or equivalent scheduling tools preferred

  • Able to review drawings and plans using AutoCAD or equivalent tools
