This open role supports construction recruitment in Iloilo City by ensuring timely, consistent, and well-documented hiring for both office and site manpower. The Talent Acquisition Officer acts as a construction recruiter and recruitment officer who screens for job match and cultural match, keeps pipeline quality high, and completes pre-employment requirements with disciplined document control using Odoo Recruitment and Microsoft 365.


Core Responsibilities

  • Manage full-cycle recruitment for office hiring and site manpower hiring, from sourcing to hiring endorsement

  • Screen applicants using defined criteria, with documented evidence supporting shortlist and rejection decisions

  • Conduct phone screening to validate reliability signals, then coordinate face-to-face interviews in the office

  • Evaluate culture fit using structured behavioral questions aligned to punctuality, accountability, independence, and respectful conduct

  • Coordinate interviews with hiring managers, record outcomes, and move candidates through the pipeline without delays

  • Track and validate pre-employment requirements (Gov ID, driver’s license, NBI clearance, medical certificate) and ensure originals are presented on Day 1

  • Maintain clean records in Odoo and structured storage in SharePoint/OneDrive for audit-ready retrieval

  • Provide weekly and monthly recruitment reporting: pipeline status, time-to-fill, bottlenecks, and hiring risks

  • Protect confidentiality of applicant data and limit sensitive document access to need-to-know stakeholders

Qualifications

  • Bachelor’s degree in HR, Psychology, Business Administration, or related course

  • Minimum 2 years experience in talent acquisition Philippines or high-volume recruitment, ideally in construction hiring

  • Strong capability in assessing job fit and culture match with impartial, evidence-based interviewing

  • Excellent attention to detail for documentation, stage tracking, and deadline follow-ups

  • Proficient in English communication (written and spoken)

  • Comfortable using ATS tools (Odoo Recruitment preferred) and Excel for tracking and reporting

  • Strong confidentiality discipline in handling IDs, clearances, and medical documents
